David J. Toro, was first elected in 2006 as the Council Member representing District 1. Since the 2006 election, Council Member Toro, has remained the elected representative (2006-2022).  He has been appointed by his colleagues to serve a one year term as Mayor Pro Tempore in all previous terms. Council Member Toro, represents the City of Colton as a member of several local /regional agencies, boards and committees including:

• Agua Mansa Industrial Growth Association (AMIGA)
• Citywide Animal Services that provide rescue & adoption assistant, low cost spay, neuter & vaccine
• Colton Beautification Committee
• Colton Business Development & Retention
• Colton CDBG Committee
• Colton Finance Committee
• Colton Parks & Recreation Foundation
• Colton Military Banner Committee
• Colton Railroad Liaison Committee
• OmniTrans, Alternate Member
• San Bernardino County Transit Authority, Alternate Member

As Council Member representing District 1 and the City of Colton, some of Toro's  goals and objectives include: 

• Continue to keep the  people's trust in civic leadership
• Involve the community in proactive efforts aimed at improving Colton's quality of life
• Street improvements and beatification of the I-10/Pepper off-ramp
• Storm drain improvements throughout flooded portions of Colton
• Develop the West Valley Area with healthcare and various service amenities including: shopping venues, dining, entertainment, and quality housing.
