“The City of Colton is poised on the threshold of the new millennium.  We will not tolerate traditional bureaucratic jargon as excuses for not getting things done.  We are ready to work, we are ready to improve, and we are ready to be accountable to the citizens and businesses of Colton.  As the Council Member of the Colton City Council, I have made it my charge to be responsive to the residents of District 2, as well as any other city-wide matters.”

Richard has been married to his wife, Teresa, for over 19 years and they have four children.  He’s been employed as a Correctional Peace Officer for almost 20 years; and served six years as an Equal Employment Opportunity Counselor and five years as an Honor Guard Member with the Department of Corrections. Being a life long resident of Colton, Richard extends his gratitude to his constituents for granting him the opportunity to serve as a Colton Council Member. He believes in carrying out his promise of equal development throughout the City, protect the City’s financial stability, and provide quality service programs for the seniors and youth.  

Richard’s representation and involvement with various projects and intergovernmental agencies expands throughout the Inland Empire, regional and state levels with the following agencies/projects:
